In the first part of the survey, we have measured the confidence in institutions. As usual, the confidence was measured by fifth-grade ordinal scale of Likert type, so the confidence ranges from 1 (no confidence at all) to 5 (maximal confidence). Survey results (table 6) are in line with trends we have established through our measurements in previous surveys. Serbian Orthodox Church enjoys the biggest confidence of Montenegrin citizens, while political parties the least. However, as explained earlier, coefficient expressing the confidence represents arithmetical middle on the fifth-grade ordinal scale, and almost in all cases is the result of asymmetric distribution. In other words, obtained data is the middle we get as average of many small scores (distrust) and many high scores (high confidence). Therefore, measurements in fact represent one of the indicators of divided political opinion in Montenegro, and supporters of different options are identifying themselves with institutions, which they accept as legitimate advocates of their political ideas. The fact that Serbian Orthodox Church (SPC) enjoys the highest confidence can be explained by the fact that one part of the political public that supports pro-Serbian parties and State Union see this institution as political center and leader regarding dissemination of Serb idea in Montenegro. On the second part of political public, the one in favor of independent Montenegro, from traditional and religious reasons has respect toward SPC and respects its status, thus resulting that this institution receives much less negative scores compared to others.
