As this article is written, this maxim is being applied in relation to the crises in Kosovo, a substantial military strike having been authorized by NATO in order to achieve acceptance of the Interim Agreement for Peace and Self-Government that was negotiated at Rambouillet near Paris in Februrary 1999. This article first sets out the overall context of the negotitations at Rambouillet and of the threat and use of force associated with it. Then, it will address the Rambouillet process itselef, before turning to an intital analysis of the political elements of the agreement. A final section concerns its military and civilian implementatiton.
