In March 2006, the Prosecutors’ Office in Rome instigated criminal proceedings concerning the biggest aid credit ever granted since the creation of the Italian development revolving fund: EUR 220 million for the Gilgel Gibe II hydroelectrical project. A few months later, in Italy Campagna per la Riforma della Banca Mondiale (CRBM) initiated an independent investigation into the case and in November 16-30, 2007 undertook a joint fact finding mission in Ethiopia with International Rivers (USA), in cooperation with CEE Bankwatch Network. This study is the outcome of a desk research and a collection of interviews with a range of Ethiopian and international stakeholders. It is focused on the three large hydro projects called Gilgel Gibe I, II and III along the Omo river basin, in southwestern Ethiopia. Gibe I is already constructed and Gibe II and III are under construction.
