The EIB has financed over 200 public-private partnership (PPP) projects to date, an increasing number of which – 66 at latest count – have completed construction and have entered operations3 . This internal report reviews these operational projects with a view to extracting lessons that can be used to shape the Bank’s lending policies and practices in the future. This report complements and extends the 2005 EV Report4 that reviewed 10 PPP projects through field visits to projects and promoters, by focusing on capturing operationally relevant lessons from practitioners within the Bank.
