Publisher: ECMI Volume: 15 pages, pdf Description: The ECMI negotiation and capacity-building project in Montenegro provides a forum for a structured stakeholder dialogue outside the confines of party or ethnic politics. By focusing on specific areas where concrete solutions to shared problems can emerge, the project delivers benefits outside the contentious issue of constitutional status which has affected Montenegrin politics and the relationship with Serbia. Nonetheless, the status negotiations were very much in the minds of participants of all ECMI workshops; the framework agreement reached between Serbia and Montenegro on 14 March 2002 under the tutelage of the European Union (and hence commonly called the ‘Solana agreement’) has not fundamentally changed that situation.
