Since 2004 the EU has been offering its neighbours “a privileged relationship, building upon a mutual commitment to common values (democracy and human rights, rule of law, good governance, market economy principles and sustainable development). The level of ambition of the relationship depends on the extent to which these values are shared. The ENP includes political association and deeper economic integration, increased mobility and more people-to-people contacts. Later in its ‘A New Response to a Changing Neighbourhood. A review of European Neighbourhood Policy (2011)’, after the Arab spring, the EU claims that “A new approach is needed to strengthen the partnership between the EU and the countries and societies of the neighbourhood: to build and consolidate healthy democracies, pursue sustainable economic growth and manage cross-border links”. However, despite the rhetoric and financial instruments deployed during the 2004-2014 period the situation in the region is far from ideal, both in terms of social-economic development, as well as in terms of deep democracy and human rights protection.
