This article examines the challenges to broadcasting in minority languages in South East Europe. It looks closely at the demand for, and supply and use of, minority language media in two of the successor states to the former Yugoslavia and investigates the constraints on achieving institutional completeness in media for national minorities in those two states. The evidence presented indicates that smallness, defined by both population size and economic conditions, is an important limitation, despite state policies designed to ensure the provision of media in the languages of national minorities.
