At the end of November 2015, a group of four foreign experts toured forensic psychiatric facilities in Ukraine to collect information that would help to develop good practice and lead to a plan of reform. The team worked under auspices of the Ukrainian Parliament Commissioner for Human Rights, and was accompanied by two staff members of the Ombudsman’s Office. They spent time talking to senior managers and clinicians, front line staff and talking privately with patients. The report describes finding units that operate as ‘total institutions,’ over controlling all aspects of patients’ daily lives but failing to offer a wide or effective range of modern psychiatric health care. Patients are unoccupied and locked into their rooms for nearly the whole day.
