Human rights, democracy and rule of law are the primary values of a democratic state. The countries aspiring to these values are obliged to ensure human rights protection; whether they are civil, political, economic, social or cultural rights, as it is foreseen by the Universal Declaration of Human Rights and was confirmed by the World Conference on Human Rights in 1993. According to the data of the Ministry of Internal Affairs in Georgia, the reforms held in Georgia by the Ministry during recent years, considerably increased the trust of society towards the police and the number of crimes decreased as well.
