Here is a brochure that aims to give information, in a popular way, on main issues regarding civil participation in the process of designing and implementation of laws and other public policy instruments; why it is important for citizens to take part in the process; what is the nature of rights of civil participation in the process; what is the role of civil society organizations in the process; in what way is the right exercised; what mechanisms of civil participation exist etc. Besides, the brochure contains a diagrammed view of legal procedure and the procedure of passing local self-government by-laws in the Republic of Serbia, examples of successful civil participation, i.e. advocacy in the domain of public policies, as well as challenges and shortcomings accompanying the process in the Republic of Serbia. Th e brochure contains a comparative review of different civil participation mechanisms, as well as the amended Draft Code of Good Practice for Civil Participation in the Decision-Making Process, approved by the INGO Conference of the Council of Europe, at its meeting on 29 April 2009.
